Live Journal was frequently used by the Internet Research Agency (IRA) to run military influence operations for Putin.
This blog appears to be in support of Putin’s opposition to the Magnitsky Act which was enacted by Obama in December 2012. This blog was started in March 2013 which opposed the adoption of Russian babies by Americans. It used many of the same propaganda techniques and some of the same fiction as QAnon.
For example, there was a substantial discussion about whether or not Americans actually eat the babies they adopt or harvest them for organs.

Both materials report a letter (which either was or not - it does not matter), and in the meantime - in the text from the editorial office - they call S. Kurginyan the organizer of the event.

Wow that's interesting stuff. It looks like the beginnings of the modern misinformation movement maybe?
Long term solution needs to happen soon. Seems like a good step would be if Twitter made every account verified and accountable. An online driver's license.
