What it all adds up to is that this kid had some real problems with his own money and the IRS could have prevented his tax evasion, which would have cost much more in penalties if there were all the money at hand. And he had the money to go to the charity.
Why not just put it into the Treasury that is already in its early days and that may never see the light of day? Why not just use the IRS rules for making that sort of thing happen? And in any case, because he was involved in a very shady business venture that never got a good response from government, he was paid off by the Treasury. But he lost.
