If you feel a certain candidate has the credentials to make a good "public servant" then promote that person. The people in power on both sides don't want anyone that may challenge their position. As a for instance: Mark Carney in Canada proved he was a capable person by handling financial crises in his country and abroad. He also proved at Davos that he had character by bucking the system.
