I am certain that the sign film is a "photonic superlattice" that takes the incident light's photons and pumps them until they cascade into a laser for long distance transmission, or maybe a saser (amplified soundwaves). Our phones can "see" near-infra-red (terahertz (Thz)), which can behave like sound waves through the cams, too! You can try this at night with a flashlight clipped to a reflective roadsign, then find the hidden inverted reflection of the flashlight in the sign, through your phone cam.
