It's certainly not calling him disabled — to say something is wrong with him. In fact, it may be as simple as "he's drunk"... but something is definitely not right. (Doesn't seems to be the same tics as daddy... this is more of a body jiggle which could be drugs or alcohol — super dry mouth too.)

Only people who are solely looking out for themselves are unable to see beyond their own nose. Life is too short to indulge people like that.
