There is plenty of circumstantial evidence connecting these murders to Catholic extremists, however, including the Knights Templar and the Order of Malta.

I think that makes a good case for the GRU having a large share of the ultimate responsibility for some of the shootings. A sort of stochastic terrorism. However, there's no through-line of non circumstantial evidence, so I can understand Jim demurring from outright claiming that any particular attack was Putin GRU orchestrated terrorism.
